Street Sedan Division 11 Criteria…11/07/07…Pam Franz

Recently there has been an amount of discussion amongst some drivers in regards to the criteria for Street Sedan Division 11 racing.  The following is the written criteria that is followed when making decisions on who is eligible for a Division 11 licence.  This is taken directly from the QSCA Inc Procedural Manual.

SECTION 10
STREET SEDAN DIVISION 11 CRITERIA – introduced 10.08.02
1. Eligibility for a Street Sedan Division 11 licence will be decided by a panel of 3 persons from the QSCA Management Committee – namely persons holding the following positions:
• State Chief Steward
• QSCA Vice President
• Licencing Secretary
2. Criteria to be on the following points –
a) Any person applying for a Street Sedan licence who has not held a QSCA Inc or ASCF/SSA Inc licence previously may be eligible to be issued with a Division 11 licence for the first year of competition.
b) Any person who has competed/competes in a speedway division that is deemed to be a ‘higher’ division than Street Sedan Div 11 will not be eligible for a Division 11 licence.  Any person competing in such division will become ineligible immediately from any further competition in Division 11. 
c) Definition of ‘higher division’ – Super Street, Modified Production, Super Sedans, 4 Cylinder Sedans, Dwarf Cars Oz, Open Wheel Divisions, any Open/Outlaw division that allows engine modifications such as Improved Sedans/Super Stockers/Sprint Sedans/East Coast A-Grade etc.  Any other specific divisions not mentioned will be considered on a one-on-one basis at the time by the panel of 3 persons above.
d) It will be the driver and car combination that determines the eligibility for a Division 11 licence.
e) Clubs are to submit to the 3 person Street Sedan Division 11 sub committee a list of recommendations of movement from Street Sedan Division 11 to Division 1 for their club members before 30th June each year.  This is only a recommendation and the final decision remains with the 3 person panel.
3. A licenced Street Sedan Division 11 driver may compete in any Street Sedan race, if no separate race is available for Division 11 drivers. Division 11 drivers will grid-up behind the Division 1 drivers at their first race meeting in Division 1.
4. It is highly recommended that Junior Street Sedan drivers compete in a minimum of 3 race meetings in Street Sedan Division 11 before going on to Division 1 Street Sedan racing.
5. The first three place getters of the Division 11 Final each night may have the opportunity to compete in the Division 1 Final from the rear of the field.
6. For the Street Sedan Div 1 State Title any Street Sedan licence holder may enter, it is preferred that these drivers have competed in Street Sedan Division 1 previously, approval must be sought from the Division 11 Sub Committee prior to nominating for such an event.
7. For the Street Sedan Div 11 State Title only those drivers currently licenced to race in Division 11 will be eligible.
8. A Street Sedan Division 11 driver can win the State Street Sedan Division 1 if entered in Title.
9. If a Division 11 driver does win the State Street Sedan Division 1 Title they will immediately progress to a Division 1 licence.
10. The winner of the QSCA Inc Street Sedan Division 11 State title each year will not be eligible for a Division 11 licence in the following seasons.  The winner of the Division 11 title may complete the season in which they win the Title, in Division 11.
11. Movements from Division 11 to Division 1 will normally take place at the end of the season.  Exception:  2 (b) and (c)
12. At all times the panel of 3 persons reserve the right to withdraw a Division 11 licence should it be deemed that the holder of the Division 11 licence has been incorrectly licenced.
